Simon Mason, Head of Commercial and Procurement at Inland Revenue, speaks about the transformation of the Commercial and Procurement teams. 

"In March 2016, Inland Revenue decided to bring together all procurement, sourcing and commercial activity across the organisation into one function under a new role, Head of Commercial and Procurement.

This was the first step to creating a function that continues to do today’s work while preparing for the future.

This single procurement function started the journey to:

  • Better governance and oversight across all Inland Revenue's procurement, sourcing and commercial activity
  • A consolidated approach to all procurement and commercial functions so that we could gain unified process and performance and a greater ability to optimise the wide range of procurement and commercial capability we already have
  • Clarity of roles so that procurement/commercial outcomes meet the needs of stakeholders and the wider organisation
  • An enhanced commercial and procurement capability which will support Inland Revenue to deliver its strategic priorities

An enhanced commercial and procurement capability is the next step to positioning the function for the future – moving us from good to great.

Given Inland Revenue makes a significant investment in procurement, it is critical that we get it right. Commercial and Procurement need to embed joined up, consistent and value driven procurement in the organisation. The function also needs to be an active contributor to procurement practices and activities across the wider public service. This requires roles with accountabilities and responsibilities that align to the outcomes we are seeking as a function."
