Are you an experienced procurement professional ready to take on a new challenge? Tararua District Council is seeking a dedicated Procurement Specialist to join their dynamic team. This role provides a unique opportunity to influence and shape procurement strategies, working collaboratively between the Council and Downer, to deliver exceptional public value and outcomes. If you are passionate about procurement, have a knack for building effective relationships, and thrive in a collaborative environment, we want to hear from you!

Key Responsibilities:
• Provide strategic and operational leadership to achieve excellent procurement outcomes.
• Provide specialist advice to support teams, aligning with the Transportation Procurement Strategy.
• Assist in leading a "centre-led model" approach to procurement and contract management.
• Assist in the development and implementation of a procurement policy to enhance the Council's procurement maturity.
• Build positive relationships to provide commercial advice and support.
• Develop and deliver procurement training and mentoring.
• Provide guidance during procurement tendering processes and contract evaluations.
• Determine and apply appropriate procurement delivery and contracting models.
• Review and approve procurement plans and documentation.
• Lead evaluation processes and negotiations.
• Help maintain the Contracts Register and database.

• Required Experience:
• Relevant tertiary qualification (diploma, degree, or certificate).
• NZ Certificate in Infrastructure Procurement Procedures (CIPS) Level 3 or higher.
• 3+ years of experience in a similar role.
• Expertise in leading tenders, tender evaluations, and contract negotiations.
• Strong practical experience in supply market management.
• Proven ability to build and maintain effective supplier and stakeholder relationships.
• High-level strategic, analytical, and conceptual thinking skills.
• Excellent communication skills across all levels of the organization.
