The Ministry of Foreign Affairs and Trade (the Ministry) acts in the world to make New Zealanders safer and more prosperous. They do this by building connections with and influencing other countries to advance New Zealand’s interests and project New Zealand values. New Zealand House, the home of the New Zealand High Commission in the UK, is a Grade II listed heritage building in need of major refurbishment to secure the building’s long-term future, to ensure it continues to meet the needs of the New Zealand Government and other potential occupiers.
The New Zealand Government and The Crown Estate are collaborating in the redevelopment and enhancement of New Zealand House and the adjacent Royal Opera Arcade, both heritage listed buildings. Together they will enhance these historic buildings to ensure that they continue to meet the evolving needs of the New Zealand Government, modern businesses and the local community for many decades to come.

About the role:
As the Project Manager you will work as the full-time London-based client representative for the New Zealand Government, acting through the Ministry of Foreign Affairs and Trade. As Project Manager for both the interim High Commission fit out and the permanent fit-out works on the existing site. This role poses unique challenges and rewards due to the nature of the Ministry’s work; it combines recognisable client-side construction project administration and management with elements of hands-on project management more commonly associated with the role of a main contractor Project Manager.
The Project Manager will coordinate project activities in London on behalf of the Ministry, including liaison with multiple local and remote Ministry stakeholders, New Zealand Government agencies and external advisers to lead the design management, procurement, construction, relocation and handover of the fit-out of the interim High Commission. In parallel, the Project Manager will lead the concept design and associated development of the base build and new fit out of New Zealand House, coordinating activities with The Crown Estate, who will be responsible for the base build redevelopment works.
- Understand and apply the context in which the Ministry operates, including at the political interface, and the priorities and perspectives of, partner agencies and external stakeholders;
- Lead the coordination of multiple Ministry stakeholders and those of other government agencies to ensure the project accommodates their needs to the greatest extent possible;
- Represent the Ministry’s (and therefore New Zealand Government’s) project interests locally in London;
- Engage with The Crown Estate to ensure that the Ministry’s requirements are adequately communicated and reflected in the base build works for New Zealand House;
- Manage the development of the detailed project scope, design and implementation phases of allocated major and capital works projects;
- Prepare customised project documentation to define, manage and deliver the project to scope, on time and within budget;
- Contribute to the preparation and reporting requirements of the Ministry’s accountability documents
- Prepare and manage programmes, key milestones and budgets in conjunction with the project team;
- Assist in the selection, scoping and engagement of consultants and building/fit-out contractors amongst others;
- Manage the selected project team through project initiation to completion, taking direct responsibility for the delivery of a successful outcome;
- Assist in the collation of asset inventory information as part of the project handover process;
- Well-developed understanding and implementation of property development principles and client-side construction project management methodology, practices and systems;
- Appreciation and understanding of the technical matters associated with property projects;
- Problem solving skills and an ability to develop and implement innovative solutions;
- Ability to multi task, manage multiple priorities and competing demands;
- Strong financial and programme management;
- Ability to convey complex information logically and concisely in both written and oral forms;
- Ability to research and analyse issues and develop appropriate recommendations;
- Ability to work as part of a wider, remote team but with a high degree of daily autonomy;
- Ability to work with staff from all levels of the organisation and externally;
- Good policy formulation skills and sound judgement;
- Flexibility to travel internationally; and
- Flexibility to work outside of normal UK business hours in order to coordinate with Wellington, NZ based colleagues and stakeholders.
- You must hold either New Zealand or UK citizenship or have the legal right to live and work permanently in the UK;
- Whilst it is not a pre-requisite to application, you must ultimately be able to obtain and maintain an appropriate New Zealand Government security clearance; and
- Have worked in construction/fit-out and/or property development at the commensurate level in central London, UK and be familiar with its regulatory environment.
This is a fantastic opportunity with the Ministry of Foreign Affairs and Trade, to work on a significant project for the New Zealand Government that will make a positive impact for New Zealand. The project is complex and will have an advanced public profile in both countries. As such the Ministry requires someone with gravitas who has managed projects of similar significance in the past and can operate at a commensurate senior level.
