Support the development and realisation of ICT procurement strategy and champion its implementation.
Department of Internal Affairs (“DIA”) is diverse, professional and effective. DIA is home to the National Library's valuable collections, produces world-leading security standard passports, records every New Zealand birth, death and marriage and administers hundreds of laws and regulations. Reporting through to six Ministers, DIA keeps the Treaty of Waitangi (New Zealand’s founding document), leads ICT transformation across government, supports Charities and enforces the Gambling Act - and much more.
DIA’s Commercial Procurement Team sits within the Finance function for the Shared Services Branch and provides support, advice and services to the branches across the Department and New Zealand.
Reporting to the Team Leader Commercial ICT, the Commercial Procurement Manager ICT will drive value for money for the Department by developing and implementing commercial strategies across the procurement lifecycle and leading and managing key ICT category and procurement initiatives.
Key Responsibilities:
- Influence and advise the organisation on procurement processes, standards and strategies and identify opportunities to drive efficiencies and enhance value for money
- Develop and implement procurement plans and strategies and execute market engagement in order to realise great commercial outcomes
- Manage business and third party supplier performance to maximise commercial value and improve the performance across a set of ICT service providers
Develop and maintain effective working relationships with key internal and external stakeholders
Key Requirements:
- Proven skills and experience in Commercial ICT procurement, combined with sound commercial acumen and a strong commercial background and focus
- A comprehensive understanding of the Procurement lifecycle and how to develop strategies to create leverage opportunities at each stage
- Demonstrated strategic and operational planning skills
- Highly developed interpersonal skills which can be applied at senior levels both within the organisation and externally
