Building Quality Manager — Lead a New Era of Building Control
Our client is looking for a Building Quality Manager to lead their Building Consent Authority (BCA) through an exciting period of change and improvement. With recent leadership changes, this is a rare opportunity to build your own team, shape the direction of the service, and modernise how building quality is delivered across the district.
The Opportunity
In this role, you’ll take charge of the full BCA and Territorial Authority functions while helping to modernise systems, processes, and customer experience. You’ll have strong support from senior leadership and genuine autonomy to drive change.
You will:
- Lead and develop a high-performing building quality team
- Maintain BCA accreditation and strengthen quality assurance systems
- Build strong working relationships across Council and the construction sector
- Guide elected officials and senior leaders with clear technical and strategic advice
- Introduce smarter ways of working — including digital transformation and process improvement
- Oversee budgets, contracts, and key commercial decisions
What We’re Looking For
An experienced BCA leader who brings both technical knowledge and the mindset to drive improvement.
You will ideally have:
- Regulation 18 BCA registration and/or a relevant building control qualification
- Strong understanding of the Building Act and BCA accreditation requirements
- Experience managing and developing teams in regulatory or compliance environments
- Confidence presenting to senior stakeholders and translating technical topics into plain language
- A future-focused outlook — comfortable with change and able to lead others through it.
Who You Are
- Strategic and big-picture thinker
- Collaborative and approachable leader
- Comfortable working in an evolving environment
- Proactive and solutions-focused
- Motivated by building better services and better outcomes for the community
Why This Role Matters
The building consent sector is evolving quickly — from Government reform to digital transformation. This role puts you at the forefront of that change and gives you the freedom to truly shape what “great” looks like going forward.
