Head of Asset and Investment Planning
A Government organisation is seeking a Head of Asset and Investment Planning. This pivotal role is designed for an individual who thrives on integrating strategy, investment, and asset planning to optimise long-term value for both the utility and its customers. You will be at the forefront of translating organisational strategy into prioritised, evidence-based investment programmes and asset management plans that balance service, risk, cost, and growth.
What you'll do:
As Head of Asset and Investment Planning, you will play a central role in shaping the future direction of the organisation by integrating strategic vision with practical delivery. Your day-to-day responsibilities will involve collaborating closely with internal teams as well as external partners such as client councils, regulators, consultancies, and providers.
You will guide your direct reports—managers responsible for strategic planning, investment planning & performance, and asset planning—while overseeing up to 30 indirect reports. Success in this position requires you to foster alignment between operational needs and strategic goals through transparent infrastructure planning practices that meet regulatory standards.
You will be instrumental in developing multi-year investment pipelines that reflect sustainability priorities alongside growth demands. By championing continuous improvement initiatives in asset management maturity and business case development processes, you will ensure all outputs are high quality, affordable, and value-driven from inception.
Your ability to build enduring relationships across diverse stakeholder groups will be key to delivering integrated advice that supports executive decision-making while maintaining clear accountability throughout project lifecycles.
- Lead and integrate strategic planning, asset planning, and investment planning functions to ensure alignment with organisational objectives.
- Drive the development of investment and asset management elements, incorporating these into broader strategic frameworks.
- Translate organisational strategic investment priorities into a multi-year pipeline of prioritised investments and activities that are practical, affordable, and staged effectively.
- Ensure council growth priorities are appropriately recognised within multi-year investment plans to support regional development.
- Advance the company’s asset management practice by implementing agreed frameworks such as SAMPs and AMPs while driving improvements to the Asset Management System.
- Promote continuous improvement in asset condition knowledge, lifecycle planning, and decision-making capability across teams.
- Develop robust business cases underpinned by evidence-driven analysis to support significant investments and ensure compliance with economic regulation requirements.
